License 28: API Signer's Professional License
All APIs, except only those performing simple data retrieval on commonly available public information such as non-license-restricted weather, news, and sports scores should be digitally signed by either the use of the PEN of an API Signer's Professional License or by the private key accompanying an object certificate that is under the complete control of a Professionally LIcensed API Signer.
